Cable Television Network Rules Amended: I&B Ministry Issues Notification

New Delhi, January 17 The Ministry of Information and Broadcasting (I&B) has amended the Cable Television Network Rules, 1994, introducing significant changes to simplify the Local Cable Operator (LCO) registration process. The revised rules, effective immediately, aim to streamline the registration process through digital means.

Key Features of the Amended Rules

  1. Online Application Process:
    • LCOs must now apply for new registrations or renewals via the MIB Broadcasting Service Portal.
    • Registration certificates will be issued online, eliminating the need for physical documentation.
  2. Validity Period:
    • Registrations will be granted or renewed for a period of five years.
  3. Processing Fee:
    • A nominal fee of ₹5,000 will be charged for both registration and renewal.
  4. Nationwide Validity:
    • The registration will now be valid across India, allowing LCOs to operate without regional restrictions.
  5. Renewal Timeline:
    • Applications for renewal must be submitted at least 90 days before the registration expires.
  6. Appeals Against Rejection:
    • If an LCO’s application for registration or renewal is rejected, they can appeal to the Appellate Authority (Under Secretary, DAS) within 30 days.
  7. Existing Registrations:
    • Current registrations remain valid until the expiry date mentioned in the certificate.
    • If less than 90 days remain for expiry, LCOs must apply for renewal immediately via the portal.

Impact of the Amendments

  • Fully Digital Process:
    • The registration process has been digitized, ensuring faster approvals and reducing paperwork.
  • Verification System:
    • Registration certificates will be issued post-verification of applicant details such as Aadhaar, PAN, CIN, DIN, and other identifiers.

    • The inclusion of an appeals process ensures transparency and fairness in registration decisions.

Transition from Manual to Digital Registration

Previously, LCO registrations were handled offline at local head post offices, where postmasters served as registration authorities. This manual system was time-consuming and limited the operator’s service area to specific regions.

The new online system, managed directly by the I&B Ministry, simplifies the process, ensures broader operational validity, and significantly reduces processing times.
